Shutesbury Finance Committee works toward cutting projected $851 average tax hike before annual town meeting.
Finance Committee · Meeting of February 19, 2026
Shutesbury Finance Committee works toward cutting projected $851 average tax hike before annual town meeting. The committee met February 19 to review a revised FY27 operating budget totaling $8,464,538, a 9.06 percent increase driven by a $148,000 insurance jump, a $167,000 rise in debt service tied to new library and PFAS loans, and a $164,000 elementary school increase largely attributable to a single out-of-district special education placement costing roughly $228,000 in total. The committee reached working consensus on using approximately $194,000 in free cash reserves to cushion the tax impact, including funding 50 percent of the out-of-district placement costs (roughly $114,000), reducing the OPEB contribution to $25,000 funded through cash, and potentially shifting library debt to a 15-year term to save $39,000 annually.
Member George warned the town's excess levy capacity has fallen from $862,000 to $617,472 in a single year, saying "if the environment we live in continues, we may have no choice" but an override. The committee set a working goal of reducing the average single-family tax increase below $500, down from the current $851 projection, ahead of a February 23 fiscal summit with department heads.
