Finance Committee · Meeting of August 31, 2026

SHUTESBURY — The Shutesbury Finance Committee voted 6-1 to approve amended August 18 minutes and spent most of its meeting confronting a staff warning that free-cash reliance is unsustainable. A town staff member identified as Haley reported free cash used to balance the operating budget rose from $28,000 in fiscal 2022 to more than $200,000 in fiscal 2027. Member George called the town's finances "a tipping point," noting a $250,000 state grant covers only part of an estimated $400,000 grader project cost.

Member Susie pushed to tie capital stabilization contributions to a percentage of certified free cash gaps, an idea Haley cautioned against formalizing into the budget itself. The committee also debated health insurance cost assumptions after a budgeted 43 percent spike in fiscal 2027, and agreed to continue its long-range financial plan review and coordinate with the Select Board at a September 15 meeting.
